The Administrative team provides the essential support that keeps Planning, Design & Construction operating efficiently. Through careful coordination of budgets, schedules, and communications, they ensure every project and team member has the resources needed to succeed.


Bruce Daley

Biography

Bruce Daley was appointed Associate Vice President for Planning, Design, and Construction at the University of Florida in March 2026. He provides executive leadership for the planning, design, and construction of all physical facilities across the University of Florida’s campuses and sites throughout the state. His portfolio includes campus planning, architectural design and engineering, new construction, renovations, and remodels, as well as coordination of infrastructure and community partnerships.

Before joining the University of Florida, Bruce served as Associate Vice President of University Infrastructure, Facilities and Operations at Oregon State University. In that role, he oversaw a comprehensive portfolio including construction and planning, facilities and maintenance, parking and transportation services, motor pool, real property management, insurance and risk management, environmental health and safety, space allocation, and land use.

Bruce earned a bachelor’s degree from Brigham Young University and brings extensive experience from the private construction industry to his work in higher education.


Cydney McGlothlin, AIA

Biography

Cydney received her Bachelor of Architecture from Kansas State University and is a licensed architect in both Colorado and Florida. She worked in Denver and Boston before coming to the University of Florida in 2003 as a project manager. She began her career at UF by managing minor projects and after a few years started managing major projects. Many of her projects are focused on student life and the arts. Among her projects are the Steinbrenner Band Building, Harn Museum Asian Art Wing, Fackler Foyers at the Phillips Center for Performing Arts, the Reitz Union expansion and renovation, the Career Connections Center expansion and renovation, and the Herbert Wertheim Laboratory for Engineering Excellence.

In 2019, Cydney was announced as the University Architect where she represents the University. In this role, Cydney will guide the architectural aesthetic on UF’s main campus. She will see projects through the approval process and work with the Planning, Design, & Construction team to ensure compliance with campus design guidelines and other standards.


Cherrie Bell

Biography

With over 30 years of administrative experience under her belt, Cherrie joined the Planning, Design, and Construction family in September of 2018. She has enjoyed being a loyal member of the Gator Nation since 2003. During this time she has honed her administrative and leadership skills while working in several capacities within the University.

Born and raised in Gainesville, family is a top priority for Cherrie. When away from her PD&C family she enjoys crafting, airboats and classic cars. In addition to her children and grandchildren, Cherrie and her husband are particularly proud of the 1972 GMC Jimmy & 1965 Mercury Caliente they have lovingly restored.


Rick Falcon

Biography

Few things are more important to a successful project than the people working behind the scenes to keep everything organized. Rick Falcon plays that role for Planning, Design & Construction’s Project Development Team, where he serves as an Administrative Specialist II supporting project development and departmental operations.

Before joining PD&C, Rick built a career in banking and finance with BBVA Compass before transitioning to the University of Florida’s CFO Shared Services organization. His combination of financial knowledge, administrative expertise, and customer service experience helps support the many moving pieces involved in project planning and delivery.

A familiar face around the office, Rick enjoys being part of a team that helps improve the university campus. Among his favorite places at UF is Malachowsky Hall, a building that represents the university’s continued investment in innovation and discovery.


Brian Giunta

Biography

As Director of Preconstruction & Reporting, Brian Giunta leads Planning, Design & Construction’s Project Development Team and oversees the processes that help transform project ideas into successful campus improvements.

Brian joined the University of Florida in 2007 and brings a strong background in finance, project planning, and organizational leadership. Over nearly two decades with PD&C, he has played a key role in shaping the development of countless campus projects while supporting strategic decision-making and long-range planning efforts across the department. His ability to combine analytical thinking with practical problem-solving has made him a valued resource for both project teams and university stakeholders.

One of Brian’s favorite places on campus is the small wooden bridge near the Baughman Center overlooking Lake Alice, where the beauty of the surrounding oaks, azaleas, agapanthus, and waterfront views serves as a reminder of what makes the University of Florida such a special place.

Biography

Laura Scott serves as an Administrative Assistant II with Planning, Design & Construction, where she provides administrative support and helps coordinate departmental activities that contribute to the success of projects and operations across PD&C.

Prior to joining the University of Florida, Laura built a career in project management, software implementation, data analysis, and nonprofit administration. She holds the PMI Agile Certified Practitioner (PMI-ACP) credential and brings a diverse professional background focused on collaboration, organization, and continuous improvement.

One of her favorite places on campus is the Wilmot Botanical Gardens, and she hopes to one day hike the Grand Canyon. Her personal mantra, “You can’t take it with you,” serves as a reminder to enjoy life’s experiences and make the most of every opportunity.
